Who must comply

Overview

EUDR assigns obligations based on the role a company plays in the supply chain. The same organisation can hold more than one role for different products.

Operators

An operator is the company that places a relevant product on the EU market for the first time, or exports it from the EU. Operators carry the full due diligence obligation: collect the information, assess the risk, mitigate where needed, and submit a Due Diligence Statement before the product is placed on the market.

In kolum, this is the role served by the EU Companies portal. It is where master data is maintained, purchase orders are raised, risk is assessed, and Due Diligence Statements are submitted.

Traders

A trader makes a relevant product available on the market further down the chain, without being the first to place it there. Obligations depend on size.

  • Large traders carry obligations close to those of operators.
  • Small and medium-sized traders have lighter obligations. They keep records of who they bought from and sold to, and they pass on the Due Diligence Statement reference numbers they receive.

The trader workflow, where existing Due Diligence Statements are collected and passed on rather than newly assessed, is documented separately and is not part of this first release.

Suppliers

The companies that supply the commodities, often outside the EU, provide the underlying data: the geolocation of plots, production evidence, and supporting documents. In kolum they appear as suppliers, and they submit data through a dedicated supplier experience that is documented in its own section.

Country risk benchmarking

The regulation also classifies countries of production as low, standard, or high risk. This benchmark affects how much scrutiny is required: products from low-risk countries qualify for a simplified due diligence, while high-risk countries call for enhanced checks. In kolum, the country of production feeds directly into the initial risk score of an assessment.
